The Chartered Institute of Public Administration and Governance (CIPAG) is a globally recognized professional body headquartered in the USA, with dedicated regional chapters across Africa. We work closely with the African Union, regional economic communities (ECOWAS, SADC, EAC), and national public service commissions to advance excellence in public administration, fight corruption, and promote good governance across the continent. Our Africa office (based in Nairobi) provides localized support, exam centres, and tailored learning resources.
Yes. CIPAG certification is recognized by public service commissions in Nigeria, Ghana, Kenya, South Africa, Rwanda, and over 15 other African countries. Many governments use CIPAG credentials as a benchmark for senior civil service appointments, promotions, and salary grade upgrades. We have signed MoUs with the African Association of Public Administration and Management (AAPAM) and several national institutes of public administration.
CIPAG offers a 50% fee reduction for candidates residing in Africa and the Caribbean. For example, CPA® Foundation is $125 (instead of $250). You can pay in local currency (KES, NGN, ZAR, GHS, etc.) via M-Pesa, bank transfer, or mobile money. See the full table below. Contact your local country agent for exact amounts.
Yes. CIPAG partners with the African Development Bank (AfDB) and the UNDP Africa to offer 50 full and partial scholarships annually for public servants from least-developed countries (e.g., Mali, Chad, South Sudan, Somalia). We also have a Women in Governance Leadership Scholarship and a Young Public Servants Fund. Apply through the CIPAG Africa Scholarships Portal (opens every February and August).
All cadres include access to African regional events, mentorship networks, and a digital badge recognized across the continent.
We have Pearson VUE computer‑based test centres in Lagos, Abuja, Accra, Nairobi, Kigali, Johannesburg, Cape Town, Cairo, Casablanca, and Addis Ababa. For remote proctoring, you only need a stable internet connection. In rural areas without reliable access, we organize in‑person paper‑based exams at national civil service colleges (e.g., ASCON Nigeria, Kenya School of Government).
Oui. Yes. All core study guides, practice questions, and video lectures are available in English, French, and Portuguese – reflecting the linguistic diversity of Africa. We also offer webinars with simultaneous translation for Francophone (Côte d'Ivoire, Senegal, DRC) and Lusophone (Angola, Mozambique) members.
Our curriculum and certification standards directly support AU’s Agenda 2063 Aspiration 3 (good governance, democracy, respect for human rights) and Goal 11 (capable institutions). CIPAG members learn about the African Peer Review Mechanism (APRM), the African Governance Architecture (AGA), and continental anti‑corruption frameworks. We also provide specialized modules on Public Sector Reforms in Africa and Managing Decentralization.
You will need: certified copies of academic transcripts (foreign degrees must be evaluated by the relevant national accreditation body – e.g., NUC in Nigeria, CHE in South Africa), proof of employment (appointment letters, service records), two professional references from senior public sector leaders (e.g., Director or above), and, for the Experiential Route, a portfolio of achievements (policy papers, reform projects, community impact). All documents can be uploaded electronically via our portal.
Associate and Professional route applications are typically evaluated within 3–4 weeks (faster than global average due to dedicated African processing unit). Fellow and higher tiers take 6–8 weeks. Examination‑based certifications are scheduled monthly via Pearson VUE; results are released in 10–14 days.
Yes. If you hold an MPA, MSc Public Policy, or equivalent from an accredited African university (e.g., University of Ghana, University of Nairobi, Stellenbosch University, or the Pan African Institute for Development), you may be eligible for exemptions from up to 50% of the CPA® or CGP® examinations. Submit your syllabus and transcripts for a waiver assessment (free of charge).
Absolutely. We run quarterly regional forums in West Africa (Abuja), East Africa (Nairobi), Southern Africa (Johannesburg), and North Africa (Cairo). Topics include digital transformation of tax authorities, public procurement integrity, and local government financial management. Many events are free for members and offer 8–12 CPD credits. Recordings are available on the CIPAG Africa Learning Hub.
Our mandatory ethics module, “Integrity in African Public Service”, is taught through case studies from the continent – including asset declaration systems, whistleblower protection, and managing political interference. Members learn practical tools aligned with the African Union Convention on Preventing and Combating Corruption (AUCPCC). We also operate an anonymous whistleblowing hotline for reporting ethical violations by CIPAG members in Africa.
Members in Africa must complete 60 CPD credits every 3 years (30 for Associates). Recognized activities include: attending CIPAG‑approved local training (e.g., by Ghana Institute of Management and Public Administration), serving on a public service reform task force, publishing in the African Journal of Public Administration, and completing online micro‑credentials on topics like “AfCFTA Governance”. All CPD records are submitted via the CIPAG Competency Portal.

You can pay via M‑Pesa (Kenya, Tanzania, DRC), Airtel Money (Nigeria, Uganda), Orange Money (West Africa), or direct bank transfer in NGN, GHS, ZAR, XAF, etc. We also accept credit/debit cards in USD. Local agents can assist with cash payments in some countries.
No. All direct professional membership fees – including new membership, upgrades to a higher tier and annual renewals, whether paid by card, bank transfer, mobile money or through a local agent – are non-refundable. Application, portfolio review and interview fees are also non-refundable once submitted. The only exceptions are duplicate or incorrect payments, or a membership subscription paid in advance for an application that CIPAG does not accept. Your rights under the Federal Competition and Consumer Protection Act 2018 (Nigeria) and other mandatory consumer laws are not affected. See our Refund Policy for full details.
CIPAG accepts degree verifications from any ENIC‑NARIC office (e.g., South African Qualifications Authority – SAQA, Nigeria’s NBTE, or Kenya’s CUE). If your degree is from outside Africa, you can use a member of the Association of International Credential Evaluators (AICE). We also have a fast‑track evaluation for degrees from UK, USA, Canada, and Australia. Processing takes 2–3 weeks.
Yes. In collaboration with the Economic and Financial Crimes Commission (EFCC Nigeria), the Ethics and Anti‑Corruption Commission (Kenya), and Ghana’s EOCO, we offer the Certified Anti‑Corruption Specialist (CACS®) – Africa Edition. This includes case studies from the continent and practical training on asset tracing, witness protection, and prosecuting high‑level corruption. Graduates receive a badge endorsed by the African Union Advisory Board on Corruption.
CIPAG offers group certification packages for district assemblies, municipalities, and city councils. Our Certified Local Governance Professional (CLGP) covers participatory budgeting, local revenue mobilization, and service delivery in informal settlements. We also provide a “town‑hall readiness assessment” and subsidize training for councillors in underserved regions.
Yes, our Next Generation Public Service Mentorship Programme pairs early‑career officers (under 35) with retired permanent secretaries, directors‑general, and former ministers. The 6‑month virtual programme includes monthly one‑on‑one coaching, CV reviews, and a capstone project on improving a public service process. Participation is free for Associates from African LDCs.

We also partner with over 80 public service training colleges (e.g., MATI in Tanzania, GIMPA in Ghana) to offer in‑person exam supervision at low cost. Satellite video lectures are broadcast on partner TV channels in Nigeria, Kenya, and Zambia.
Yes. CIPAG is recognized under the African Continental Free Trade Area (AfCFTA) Protocol on Movement of Persons as a professional qualification. This means a certified member from Nigeria can apply for senior roles in Ghana, Kenya, or Rwanda without additional credential assessments. We are also working with the African Public Service Commission (AU-APSC) to include CIPAG in the African Public Service Mutual Recognition System.
